Sugaring paste too running!!

What am I doing wrong? I am boiling the mixture of 2 cups white sugar, 1/3 pure lemon juice and 1/3 water. When it boiled it foamed alot. I had a thermometer in there - it reached about 240 degrees fahrenheit.
I let it cool ... and it's still too runny

The recipe calls for 1/4 water and lemon juice!

use only 1/4 cup not 1/3 cup
